When we don't know/see the cause, spread, & who has it, we must ASSUME EVERYONE & EVERYTHING. Whether we know a lot or a little about the novel coronavirus and the disease it causes, COVID-19, we knew from the beginning it attacks the lungs. The first ordinance should have been: everyone masked.
